JKSSB Error Leads to Six-Year Delay in Patwari AppointmentSRINAGAR: An assistant in the Jammu and Kashmir Services Selection Board (JKSSB) overlooked the deposit of Rs 400 examination fee, causing a successful candidate to wait over six years for appointment as a patwari in the revenue department, Indian Express reported.
The Central Administrative Tribunal (CAT) imposed Rs 25,000 as cost on the erring official of the recruiting agency for negligence and irresponsible behavior.
The CAT bench, presided over by Rajinder Singh Dogra, directed the SSB to declare the result of the applicant against the post of patwari and recommend the Commissioner-Secretary of the revenue department for issuance of appointment letter within four weeks.
Kushal Dev Singh of Akhnoor applied online for the post of patwari in Jammu district in response to an advertisement by the JKSSB on September 1, 2015.
He deposited Rs 400 as prescribed fee. However, the agency did not issue him the admit card, citing non-payment of the fee.
Dev filed a writ petition in the Jammu and Kashmir High Court in 2018. Despite court notices, the respondents did not file any reply.
The case was transferred to CAT in August 2020. The manager of J&K Bank’s Akhnoor branch confirmed receiving a Rs 400 challan as examination fee, deposited in JKSSB’s account.
The tribunal observed the applicant’s six-year harassment and loss of seniority. Holding it to be a fit case, the tribunal ordered a Rs 25,000 cost on JKSSB, to be recovered from the erring official’s salary/pension.
